RMAFC woos Chinese investors to boost oil, gas revenue

The Revenue Mobilisation Allocation and Fiscal Commission has begun talks with major stakeholders as part of a broader push to draw more Chinese capital into Nigeria’s oil and gas industry and grow earnings flowing into the Federation Account.

Vanguard reported that in a statement issued by the Head of the Commission’s Information and Public Relations Unit, Maryam Yusuf, RMAFC disclosed that it is putting together an Oil and Gas Investment Summit in China, provisionally slated for late November 2026, aimed at presenting investment prospects within Nigeria’s oil and gas industry to prospective backers.

Addressing participants at a stakeholder engagement session in Abuja, the Chairman of RMAFC’s Investment Monitoring Committee and Federal Commissioner for Anambra State, Dr Ekene Enefe, explained that the move forms part of broader efforts to draw more investment into the sector and widen the country’s revenue base.

Enefe noted that the Investment Monitoring Committee, which is one of the Commission’s constitutionally established committees, carries the responsibility, among other duties, of tracking Federal Government investments in the oil and gas sector and confirming that the nation collects the revenues and accruals due to it.

He stated that the Committee has recorded notable progress in its oversight of the sector, pointing to outcomes that have led to the recovery of outstanding revenues and the enforcement of relevant sanctions against oil firms that failed to meet their obligations, particularly those tied to the Petroleum Industry Act, including gas flaring infractions.

He further explained that the Commission had pinpointed substantial investment potential within Nigeria’s gas sector and determined that action was required to draw in more investor participation across both the upstream and downstream ends of the industry.

“We looked at the opportunities in the gas sector of the economy and felt that we need to intervene, especially in bringing investors to the sector, both upstream and downstream,” he said.

Enefe revealed that RMAFC had reached out to the Federal Ministry of Industry, Trade and Investment along with the Nigerian Investment Promotion Commission to work out ways of pulling investors into the sector.

He added that the Commission had already briefed the Presidency regarding the planned summit and was maintaining ongoing consultations with pertinent government bodies to guarantee its successful execution.

In his response, the Minister of State for Petroleum Resources (Gas), Rt. Hon. Ekperikpe Ekpo, voiced the Ministry’s backing for the initiative, underlining the importance of Nigeria properly presenting its investment opportunities to would-be investors. Ekpo also stressed the necessity of properly carrying out Presidential Executive Orders alongside the requirements of the Petroleum Industry Act, through joint and coordinated action across relevant government institutions.
