The Dangote refinery, along with the revamped Port Harcourt and Warri refineries, and six other refining facilities across Nigeria, are expected to consume about 37% of the country’s total projected crude oil production in the first half of 2025.
According to data from the Nigerian Upstream Petroleum Regulatory Commission, 123.48 million barrels will be allocated to the nine active refineries during this period.
NUPRC emphasized that the volume needed by local refineries was submitted by the Nigerian Midstream and Downstream Petroleum Regulatory Authority in accordance with Section 10(1)(2) of the Production Curtailment and Domestic Crude Oil Supply Obligation Regulations, 2023.
In the first half of 2025, Dangote Refinery will have access to 99.5 million barrels of the 123.48 million barrels of projected local crude production.
Warri Refinery will receive 13.57 million barrels, while the upcoming Kaduna refinery is set to consume 3.9 million barrels.
The 60,000 barrels per day Old Port Harcourt refinery will require 2.86 million barrels, followed by Aradel refinery in Rivers State, which will need 1.26 million barrels.
In addition to refineries mentioned earlier, OPAC Refinery in Delta State will require 900,000 barrels for the period, followed by Waltersmith with 814,500 barrels, Duport Midstream with 360,000 barrels, and Edo Refinery and Petrochemicals with 186,000 barrels.
According to NUPRC data, 56 oil companies operating in Nigeria’s upstream petroleum sector, including Shell, Seplat, and NNPC Exploration and Production Limited, are expected to drill the highest volume of oil to ensure the refineries remain operational from January to June 2025.
In unveiling the forecast, the document signed by NUPRC Chief Executive, Gbenga Komolafe highlighted the commission’s goal of ensuring effective capacity utilization of Nigeria’s domestic refineries during the period.
Over the past decade, Nigeria had closed its aging oil refineries but has recently started reopening them in phases, supported by the 650,000 barrels per day Dangote Refinery and modular refineries located across southern Nigeria.
