US lifts export restrictions on chip-design software to China

The United States government has lifted its export restrictions on chip-design software to China.

This was announced on Thursday by semiconductor software firms Synopsys and Cadence.

“Synopsys is working to restore access to the recently restricted products in China,” the California-based software maker said in a statement.

The U.S. Commerce Department did not immediately respond to a request for comment regarding the decision.

The U.S. had reportedly informed several chip design software companies on May 23 that they would need to obtain licenses before exporting products—such as software and semiconductor-related chemicals—to China.

Other affected providers included Siemens EDA, the U.S.-based subsidiary of Germany’s Siemens.

Siemens has also reportedly been cleared to resume its business operations in China following the rollback of restrictions.

According to TrendForce, Synopsys, Cadence, and Siemens EDA commanded global market shares of 31%, 30%, and 13%, respectively in 2024—underscoring their leading positions in the electronic design automation industry.

The easing of U.S. export restrictions comes shortly after China signaled progress toward a trade truce with Washington, including conditional agreements to restart limited exchanges of rare earths and advanced technologies.
