Namibia blocks Starlink entry over ownership rules

Namibia on Monday rejected a request by billionaire Elon Musk’s Starlink to operate its satellite internet services in the country, marking the company’s second setback in southern Africa.

The Communications Regulatory Authority of Namibia said Starlink submitted its application through its local unit, Starlink Internet Services Namibia Limited, according to a government gazette.

Starlink delivers high-speed internet to remote areas worldwide using thousands of low Earth orbit satellites.

The regulator did not provide a reason for the rejection, stating only that “the full reasons for the decision can be requested from the authority.”

AFP said it sought comments from CRAN but had not received a response.

However, CRAN’s statement noted that Starlink’s local subsidiary has no local ownership.

US-based Starlink, which addresses criticism on its website through a “Myth vs Fact” page, says it set up its Namibian subsidiary and intends to partner with local firms to create jobs and economic opportunities.

Starlink has also been unable to obtain a licence in neighbouring South Africa, where local ownership requirements have similarly hindered its entry.
