EU plans ban on Russian gas imports by 2027

The European Commission is preparing to propose a phased ban on Russian natural gas, targeting new deals by the end of 2025 and existing contracts by the close of 2027, according to a draft roadmap obtained by Reuters.

The proposal, due to be published in June, is part of the EU’s broader effort to sever its long-standing energy ties with Russia, a former top supplier, following Moscow’s 2022 invasion of Ukraine. The draft outlines legal steps to end imports of Russian gas and liquefied natural gas (LNG), and includes measures to increase transparency around existing gas contracts.

Companies would be required to disclose the volume and duration of their Russian gas agreements. Member states still heavily reliant on Russian energy—such as Slovakia and Hungary, which import over 80% of their oil from Russia—would be tasked with creating national phase-out plans.

The European Commission said the transition could have a limited impact on energy prices and supply, provided it is aligned with global market trends and dependable suppliers. The EU has already banned Russian coal and most oil, but sanctions on gas have faced resistance, particularly from countries dependent on pipeline supplies. Unanimous approval from all 27 EU nations is required for further sanctions.

Currently, around 19% of Europe’s gas still comes from Russia—down from 45% before the war—mainly via the TurkStream pipeline and LNG shipments. Two-thirds of this is under long-term contracts.

Legal complexities remain, including how to exit existing “take-or-pay” deals with Gazprom without incurring financial penalties. The Commission is also expected to unveil trade measures making Russian enriched uranium imports less attractive.

In the longer term, the EU aims to offset Russian gas with increased U.S. LNG imports and a shift toward renewable energy sources.
