Federal, states, LGAs governments shared N1.928tn in November

The Federal, state, and local governments received a total of N1.928 trillion from the Federation Account in November 2025, marking a significant drop from the N2.094 trillion disbursed in October.

The Director of Press and Public Relations at the Office of the Accountant-General of the Federation, Bawa Mokwa, stated in a Monday press release that the allocation was approved at the December 2025 meeting of the Federation Account Allocation Committee in Abuja.

The statement said, “A total sum of N1.928tn, being November 2025 Federation Account Revenue, has been shared to the Federal Government, States, and the Local Government Councils.”

Analysis shows that that the November revenue allocation dropped by N166 billion from October’s N2.094 trillion, marking a 7.93 per cent month-on-month decline.

The decline in November allocations is far sharper than the modest N9 billion (0.43 per cent) drop seen between September and October, when distributions fell from N2.103 trillion to N2.094 trillion.

According to the FAAC communiqué cited in the statement, the N1.928 trillion shared in November comprised N1.403 trillion in statutory revenue, N485.838 billion from Value Added Tax, and N39.646 billion from the Electronic Money Transfer Levy.

The statement noted that total gross revenue for November 2025 stood at N2.343 trillion, from which N84.251 billion was deducted as collection costs, while N330.625 billion was earmarked for transfers, interventions, refunds, and savings.

The communiqué highlighted a sharp slowdown in revenue inflows during November, particularly from oil and non-oil tax sources. “Gross statutory revenue of N1.736 trillion was received in November 2025, down N427.969 billion from the N2.164 trillion collected in October 2025,” it stated.

Similarly, Value Added Tax collections fell significantly, with “gross VAT revenue of N563.042 billion recorded in November 2025, compared with N719.827 billion in October, a decline of N156.785 billion.”

Of the N1.928 trillion shared in November, the Federal Government received N747.159 billion, states received N601.731 billion, local government councils got N445.266 billion, and oil-producing states shared N134.355 billion as 13% derivation revenue.

A closer look at statutory revenue shows that from the N1.403 trillion distributable, the Federal Government received N668.336 billion, states got N338.989 billion, and local governments received N261.346 billion, alongside the N134.355 billion allocated for derivation.

From the N485.838 billion VAT pool, the Federal Government received N72.876 billion, states got N242.919 billion, and local governments received N170.043 billion.

The communiqué also noted that revenue from the Electronic Money Transfer Levy was shared among the three tiers of government, with the Federal Government receiving N5.947 billion, states N19.823 billion, and local governments N13.876 billion from the total N39.646 billion.

FAAC attributed the weaker November allocation to broad-based declines across key revenue streams.
