Katsina State Governor, Mallam Dikko Radda, formally signed the 2026 Appropriation Bill into law on Wednesday, approving a total budget of N897,865,078,282.
The signing ceremony took place at Government House, Katsina, and was attended by key state officials.
The approved budget is structured with N167,725,372,458 allocated for recurrent expenditure, which constitutes 18.68% of the total, and N730,139,705,823 earmarked for capital expenditure, making up 81.32%.
Governor Radda used the occasion to commend the State House of Assembly for their efficiency and speed, noting they had expedited the legislative process within just 21 days of his budget presentation. He highlighted the swiftness of the Assembly’s action in passing the budget proposal.
The Governor affirmed the completion of the legislative and signing process by stating, “And today, after 21 working days, the State Assembly passed the budget yesterday, 25 November, barely three weeks after I submitted the proposal. I have now signed the 2026 Budget Appropriation Bill, totalling N897,865,078,282.05. This is the appropriation law duly passed and signed.”
Radda further noted the historical significance of the budget, pointing out that it is the first in the state’s history to feature such a low percentage allocated to recurrent expenditure. This allocation is seen as a way of upholding a long-standing fiscal principle in the state.
He referenced a previous legislative framework, saying, “If you recall, during the late Yar’Adua era, legislation was enacted ensuring recurrent expenditure did not exceed 30% of the budget. Although late Umaru Musa Yar’Adua passed away, may Allah bless his gentle soul, we are upholding his legacy with only 18% allocated to recurrent expenditure. This budget stays true to that principle.”
Describing the budget as “the people’s budget,” the Governor stressed that its formulation was based on inputs and priorities gathered directly from residents during town hall meetings, which were conducted across all 361 wards of the state. He justified the public consultation process, explaining that residents conveyed their priorities, and “it would be unreasonable to craft a budget without consulting the people whose welfare we seek to improve.”
Earlier in the proceedings, the Speaker of the Katsina State House of Assembly, Nasir Daura, confirmed that the House had unanimously agreed that the budget proposal was sound and fully aligned with the Radda administration’s development plans.
Speaker Daura formally presented the passed bill to the Governor, stating, “Your Excellency, on behalf of my colleagues, I present the 2026 Appropriation Law. This budget reflects an intensive legislative review process. We asked critical questions to ensure it meets the people’s needs and they will benefit from it. Your Excellency may recall that the budget you submitted was N897,865,078,282.05. After thorough consideration, the House approves the proposal as it is.”
The legislative process began when Governor Radda initially presented the 2026 Appropriation Bill to the State House of Assembly on 4 November 2025.
