Trump to unveil AI expansion plan amid US-China tech race

The Trump administration is poised to unveil a sweeping new artificial intelligence policy on Wednesday, signaling a dramatic shift toward deregulation and global expansion of United States AI technologies as competition with China intensifies.

The plan calls for exporting American AI systems abroad, weakening state-level regulations that hinder AI growth, and boosting energy access for the data centers powering the technology. The initiative marks a sharp departure from the more cautious and protectionist AI stance of former President Joe Biden.

President Donald Trump will formally introduce the strategy during a speech at a high-profile event titled “Winning the AI Race,” where he is expected to emphasize AI dominance as critical to securing both economic and military superiority in the 21st century. Senior officials, including Secretary of State Marco Rubio and National Economic Adviser Kevin Hassett, are expected to join the announcement, which is being hosted by the Hill and Valley Forum and co-organized by White House tech adviser David Sacks.

According to the policy summary, the administration intends to: promote the global deployment of American AI via full-stack technology packages, prioritize open-source and open-weight AI development, block federal AI funding from reaching states that impose restrictive AI laws, urge the Federal Communications Commission to evaluate state-level policies that may conflict with national priorities, and accelerate U.S. AI exports through new Commerce Department-led data center initiatives.

Trump, sources say, may also issue executive orders to implement portions of the plan immediately. These actions would further dismantle Biden-era regulations, including executive orders that restricted AI chip exports to adversarial nations and capped foreign access to U.S. computing capacity.

The new blueprint also aligns with Trump’s broader infrastructure goals. The administration is expected to take additional steps in the coming weeks to ensure AI companies have the energy they need to operate massive data centers, as surging power demands from cloud computing and AI push the U.S. electrical grid to new limits.

Trump’s approach has already yielded international deals. In May, the U.S. struck agreements with the United Arab Emirates, lifting previous restrictions and granting broader access to advanced AI chips—despite earlier concerns about potential Chinese backdoor access.

The announcement underscores a fundamental shift in U.S. technology policy. While Biden emphasized AI safety, competition, and national security, Trump’s strategy focuses on rapid commercial expansion, reduced regulatory friction, and asserting American dominance in global AI markets.
